Conservation districts with special assessments

Thirteen Washington State conservation districts use local funding from special assessments of property to help fund community conservation work. 

WAC 135-100-100: The purpose of conservation district special assessments is to help conservation districts implement their authorized conservation program, which includes a comprehensive long-range plan and a supplemental annual work plan.

Special assessments to fund conservation district activities were first authorized by the Washington State Legislature in 1989.  Section 89.08.400 of Title 89 Revised Code of Washington is the governing law for conservation district special assessments.

The Washington State Conservation Commission adopted rules in 2007 to clarify and interpret RCW 89.08.400 for conservation districts and county legislative authorities.  Chapter 135-100 of the Washington Administrative Code contains these rules.
