Whole Watershed Restoration Initiative
Ecotrust, in partnership with the NOAA Restoration Center, Oregon Watershed Enhancement Board (OWEB) and the Pacific Northwest Region of the U.S. Forest Service, is requesting project proposals for the 2010 cycle of the Whole Watershed Restoration Initiative (WWRI). The goal of this program is to restore the natural functions of the whole watersheds in Oregon, Washington, and Idaho, and to amplify community-based partnerships focused on the strategic restoration of Pacific salmon and steelhead ecosystems.
Applicants may request between $20,000 and $100,000 in funding. Projects located in one of the WWRI priority basins and focus watersheds (see full RFP) will receive emphasis for funding. Applicants are encouraged to show non-federal match of at least 50% of the total project cost if possible. Eligible project types include: passage barrier removal (including small dams, culverts, levees); reestablishment of natural hydrology; side channel and floodplain reconnection; riparian restoration, and road decommissioning. Proposals are due to Ecotrust on November 20, 2009.

NOAA/American River Partnership Funding
NOAA's Restoration Center and American Rivers are pleased to announce the fiscal year 2010 Request for Proposals for the AR-NOAA Community Based Restoration Program Partnership. The goal of this RFP is to fund projects that protect and restore riverine habitat and foster river stewardship. Stream barrier removal projects in the Northeast, Mid-Atlantic, Nortwest and California are eligible to apply. This funding is provided through the NOAA Open Rivers Initiative, which seeks to enable environmental and economic renewal in local communities through the removal of stream barriers and realized benefits to diadromous fish species.
Eligible applications will be evaluated based upon four priority criteria (1) ecological merits of the project, (2) technical feasibility of the project, (3) benefits provided to the local community, and (4) financial clarity and strength of the application.
Grants are provided for three distinct project phases: Feasibility Analysis, Engineering Design and Construction. Proposals for Construction phase funding may request a maximum award of $100,000. Proposals for Engineering Design or Feasibility Analysis phases may request a maximum award of $75,000. Proposals are due by December 18, 2009.
