Watershed Data Pilot Project Request for Proposals

The Washington State Conservation Commission (WSCC) seeks responses to a Request for Proposals (RFP) from vendors who can meet WSCC's requirements for a pilot system to consolidate data about habitat and salmon projects. 

RFP responses are due March 28, 2006.  Upon selection of a successful vendor, WSCC plans to start work on May 10, 2006.  System capabilities will be tested and evaluated through the summer.  A report to the Office of Financial Management and the Legislature will be produced by December 1, 2006.  Demonstrations and project closeout will continue through March 2007.

The RFP and updated WDP Project Charter WDP Project Charter reflect updates to the project scope derived from vendor RFI input and steering committee deliberation.  Significant updates include:

  • Focus on collection of data on completed habitat projects and monitoring of their implementation and effectiveness.
  • Addition of up to 10 Conservation Districts to the pilot project to test the system's ability to capture and report on as many Conservation District habitat projects as possible.
  • Use of handheld devices to support monitoring data collection primarily by Conservation District staff for Conservation District projects.  This is a narrower scope than expressed in the enabling legislation and was defined this way to improve the feasibility of the pilot project.
  • Determination of long term implementation options, costs, and benefits.
