Election Training

Election supervisors are required to attend or watch the Elections Training webinar each elections cycle. Viewing the recording is sufficient to fulfill the requirements for election supervisors.

RCW 89.08.190

RCW 89.08.190 states that “The Commission shall establish procedures forelections, canvass the returns and announce the official results thereof.”

Washington Administrative Code 135-110

The Washington Administrative Code (WAC) is the official codification of rules that the Washington State Conservation Commission (SCC) has adopted to implement RCW 89.08.190. WACs carry the force of law and provide specific guidance on compliance. WACs are updated periodically through the state rulemaking process.
WAC 135-110 contains the rules to ensure that conservation districts hold standardized elections for their governing boards.
WAC 135-110 is the primary resource for districts to administer conservation district elections.

Election Guide

The Election Guide provides recommendations and best practices for conservation districts in conducting their elections. It is not a replacement for WAC 135‑110, but a complementary resource.

Issue Advisories

Election and appointment issue advisories serve to fill the gap that exists between election and appointment rules (RCW Chapter 89.08 and WAC Section 135-110), prodedures (the Election Guide) and issues not explicity covered in the policies and procedures above. The SCC election officer will create issue advisories as needed to address conservation district elections and appointments issues.
